This item is harvested by Butchering from beasts between level 50 and 50 (skill req'd: 250).

Best places to farm Ironhide is Charmer's Caldera and Flamespawn Crater in Shimmersand.

You will not be able to harvest Ironhide before reaching Level 49. Once at that level you will get periodic drops from skinnable beasts that are at Level 50.

There is a decent drop rate on the Ember Isle. Also in Shimmersand in the Flamespawn Crater at 5341,7428

I used to have a decent drop of this from the Maelforge Emberdrakes, whelps, and fire doggies in Firesand Desert, but I went to farm some up yesterday and after collecting 124 soulhides, I'd gotten only 3 ironhides. I think they may have decreased the drop rate because I used to get about 25% ironhide. Bad timing, too, considering the new daily crafting quests for outfitters calls for 16 steeled leathers for one day. :(

Seems to be the way of things in this game. Require more, provide less. I'm getting frustrated with this game to the point of quitting since I spend all my time farming mats and that seems to be it. On that note, I still have not found or noticed any better drop rates anywhere else yet, but have not extensively skinned anything on Ember Isle (because I hate trying to do ANYTHING there).

Edit: So over an hour later and killing some varied mobs on Ember Isle and a little difference in drops. Twice the time to kill stuff tho so it's not worth my while to spend time over there. I also killed and butchered one mob and got absolutely no leather at all. Wtf is that? Still having to spend way too much time on dailies and no time to do anything else. Ty Trion.

You use a loom to manufacture steeled leather from ironhide (I think you need to lvl up your butchering by using a loom or butchering high enough level animals to increase your skill).
